AI Governance Guide launched in Brussels

On April 29, 2026, IFRRO was delighted to welcome colleagues, partners and friends to Brussels for the official launch of its AI Governance Guide, marking a key milestone in its work at the intersection of copyright and artificial intelligence.

Presented by Professor Eleonora Rosati of Stockholm University, the Guide offers a clear and practical vision of AI governance based on copyright principles, emphasizing that licensing (direct and collective) and transparency are the essential pillars for ensuring lawful access to protected works and building trust in the AI ecosystem.

Round table: licensing, collective management and creative markets

The presentation was followed by a round-table discussion featuring Serena Dederding (CLA), Susanna Brozzu (EVA), Anne Bergman (FEP), Sandra Chastanet (CFC) and Prof. Rosati. Discussions focused on developments throughout the AI lifecycle, from training models to bringing them to market, as well as the practical challenges of text and data mining regimes, and the growing role of licensing and collective management solutions.

Speakers also discussed the growing impact of AI on creative markets, highlighting the need for balanced governance frameworks capable of both fostering innovation and preserving the value of creative works.

“Copyright – between art and economics”, this year’s theme

At a time when artistic creation and economic issues are intersecting more than ever, copyright plays a central role in the valorization of works and the equitable remuneration of creators. Between creative freedom and market realities, intellectual property raises essential questions for artists, companies and cultural institutions.

The 18th edition of the Luxembourg Intellectual Property Day will explore these tensions and balances, with talks by experts, exchanges between professionals and collective reflection on the future of protected creation. A unique opportunity to better understand how copyright accompanies, frames and supports the Luxembourg and European creative ecosystem.

In addition to the conferences, the day also provides an opportunity to meet and dialogue with the key players in Luxembourg’s intellectual property sector. A concrete opportunity to exchange ideas, ask questions and forge links with the professionals who bring this sector to life on a daily basis.

A major decision by the Spanish competition authority

Following an action initiated by IFRRO member CEDRO, the Spanish National Commission for Markets and Competition (CNMC) has closed the proceedings it had opened against Google for possible abuse of a dominant position. This decision follows Google’s acceptance of commitments to improve transparency, remuneration and negotiation conditions for the use of journalistic content in Spain.

New obligations for Google and enhanced rights for publishers

As indicated in the CEDRO article, these measures apply to Google Search, Google News, Google Discover and Google News Showcase. They will be supervised by the CNMC for a period of five years, with the possibility of extension. Google will be required to provide clear information on how remuneration is calculated, to explain the methodology and parameters applied, and to take into account relevant advertising revenues linked to the services on which press content is used. A structured negotiation framework will also be put in place, with clear rules, precise deadlines and dispute resolution mechanisms in line with Spanish legislation, as well as an annual review of financial offers.

Publishers will also be able to claim retroactive remuneration from the entry into force of Article 129 bis of the Spanish Intellectual Property Act, thereby strengthening the traceability and control of financial flows linked to journalistic content. CEDRO emphasizes that this result highlights the value of collective management as an essential instrument for strengthening intellectual property rights and guaranteeing a fair and transparent framework for press publishers.

Traditionally held on the third weekend of November, it is one of the Grand Duchy’s major cultural events. Held at the Centre Prince Henri in Walferdange, the two-day event features a lively book market with stands from publishers, booksellers, institutions and authors, as well as a wide-ranging program of readings and events for all ages. Whether you’re a fan of contemporary literature, comics, children’s books or classic novels, the Walfer Bicherdeeg offers an unforgettable literary adventure for young and old alike.

Edition 2025: the theme of Memory

Each year, the show focuses on a particular theme that runs through all the exhibitions and meetings. For 2025, we have chosen the theme of Memory. This theme invites us to reflect on how memories, both personal and collective, shape our lives and our cultural heritage. Literature, in particular, plays a crucial role in the transmission of memory: books archive our history, our identities, and enable us to delve into the memories of a society or an individual.

As part of Walfer Bicherdeeg 2025, numerous activities will explore this theme. A photographic exhibition by students from the Lycée des Arts et Métiers, for example, will illustrate different visions of memory, continuing an artistic collaboration begun several years ago. Stage readings and musical performances based on the theme of memory are also planned on the show’s outdoor stage. The theme will also be reflected in the stands and conferences, offering visitors the opportunity to discover how the notion of memory inspires creators and authors from Luxembourg and beyond.

Authors in the spotlight and a varied program

The success of the Walfer Bicherdeeg is above all based on the encounter between the public and the authors. The 2025 edition will be no exception, with the presence of a host of writers, illustrators and personalities from the literary world. As every year, the organizers have invited two Luxembourg authors to take up writing residencies, in order to create original works in line with the annual theme. In 2024, for example, poet Ulrike Bail and writer Jeff Schinker delighted audiences with their texts inspired by the Wanderlust theme, in musical readings accompanied by jazz musicians. For 2025, two new authors will in turn propose original literary creations around the theme of Memory, to be performed on stage during the show weekend.

In addition to these performances, the public will be able to meet numerous authors throughout the event. Over twenty writers from Luxembourg and the Greater Region will be presenting their latest works, taking part in book signings and hosting literary discussions. Among them will be award-winning authors and finalists for the Lëtzebuerger Buchpräis (Luxembourg Book Prize) – all the more reason for book lovers to come and discover new talents. In addition, the Maison Dufaing, a charming historic residence, will host intimate readings where tandems or trios of authors will read and discuss their works, offering privileged moments of exchange with the public.

Young readers are not to be outdone: a Books for Kids area dedicated to children’s literature will be held at the Prince Henri Centre, full of color and discoveries. Numerous children’s authors will be offering readings and activities, and creative workshops will be organized to awaken a love of books in the little ones. Local school classes are also actively involved in the festival – a special pedagogical day, inaugurated at the previous edition, enables secondary school pupils to meet book professionals the day before the official opening. This educational dimension further enhances the family-friendly spirit of the Walferdange Book Fair.
